When I used my American Express " Bluebird '' card at a gas pump I used my old zip code ( we just moved ) and the pump declined the transaction. Yet it put a hold on all of the funds on my card. When I called the company they will not release it for 8 days. I went to the owner of the gas station and they are large enough that they told me that they automatically released the hold to American Express. I got the Amex rep on the phone with the vendor who told Amex they would fax a release. Amex would not release my funds. I am denied access to my money for eight days and my transaction was declined.
