I attempted to lower the current, 7 %, interest rate of my home by refinancing. I was contacted by Cardinal Financial Company to refinance my mortgage ( recorded ). I told the Cardinal representative about prior attempts to refinance and prior appraisal fees paid. I was NOT willing to pay for another appraisal. I also gave the Cardinal representative underwriting information that would be on my title search. I was trying to be as transparent as possible. This representative assured me that I should have NO problems acquiring refinancing. I subsequently paid the {$470.00} for an appraisal. After 82 long days of meandering, Cardinal denied my refinance. I feel that if lending institutions did the underwriting, credit check, etc. FIRST ; they would then ascertain what an appraisal amount should be. Instead they collect appraisal fees FIRST. Sounds like a scheme to me.
